Fighting over toys!

I have identical twin boys 9 months old, I have one that is kind of our tough guy! He constantly taking his brothers toys (which he is okay with most of the time.. but I know this will soon change!) We have tried re directing to new toys, playing with toys I have doubles of, but he only wants what his brother has! Any suggestions about this?

We have pretty much come to the conclusion that we will need to buy two of everything for our 2 1/2 year old twin girls. We've tried even just getting them 'similar' toys.. and it is always an issue.
